IDLE REDUCTION POLICY



1. Introduction


Beam Living is committed to enhancing the health, wellness, and sustainability of its properties in New York City. To follow the New York State and New York City’s idling regulations, we have implemented the Idle Reduction Policy on the month of May and year of 2025 to minimize the environmental impact of idling on air quality and occupants’ health. This policy is designed to reduce unnecessary vehicle idling at Stuyvesant Town and Peter Cooper Village (“STPCV”), contributing to a healthier environment for residents, employees, and the surrounding community.


2. Scope


This policy applies to gasoline and diesel motor vehicles that are operated by STPCV residents, employees, contractors, and visitors, excluding all the following:

  • Legally authorized emergency motor vehicles
  • Vehicles whose engine is used to operate a loading, unloading or processing device
  • Electric vehicles.

The policy applies to all vehicle accessible areas within the properties, including but not limited to:

  • Parking garages and outdoor parking spaces
  • Delivery and loading zones
  • Drop-off and pick-up areas.


3. Policy Guidelines

a. Idle Reduction

  • All vehicles must be turned off while parking, standing, or stopping for more than 3 minutes.
  • No idling for more than 1 minute around a public or private school.


b. Communication and Signage

  • 2 clear and visible idle reduction signages were installed in each StuyTown loop parking area and in Peter Cooper Road on the month of October 2025.
  • Information on idle reduction and its benefits will be communicated to residents and employees through regular updates via email, tenant newsletters, and posted notices in communal areas.


c. Monitoring and Enforcement

  • StuyTown Operations team will monitor compliance with the idle reduction policy through regular inspections and the use of automated systems, if applicable, to track vehicle activity and report offenses.
  • Non-compliance with the idle reduction policy may result in verbal warnings or additional actions to encourage adherence.

New York State Idling Law (6 NYCRR 217-3)


6 NYCRR Subpart 217-3 prohibits on-road heavy-duty vehicles, including non-diesel and diesel trucks and buses with a gross vehicle weight rating (GVWR) of more than 8,500 pounds, from idling for more than five minutes at a time. The idling regulation is enforced by DEC Conservation Officers. Fines range from $500 to $18,000 in the case of a first violation.

 


Advanced Clean Trucks (ACT) Regulation (6 NYCRR 218-4)


New York State adopted California's Advanced Clean Trucks Regulation (6 NYCRR Subpart 218-4) in December 2021. More details of New York's adoption of the ACT regulation can be found in the adoption rulemaking package (PDF). ACT applies to medium- and heavy-duty vehicles (M/HDVs), defined as on-road vehicles with a gross vehicle weight rating (GVWR) greater than 8,500 pounds. The regulation consists of two sections: the first (6 NYCRR 218-4.1) is specific to M/HDV manufacturers only, while the second (6 NYCRR 218-4.2) is specific to public or large private fleet owners or brokers which operated or dispatched M/HDVs under their common ownership or control in New York State.

 


New York City Area Regulation - Citizens Air Complaint Program


Idling emissions from gasoline and diesel motor vehicle engines are known contributors to health-related impacts, including asthma, respiratory and cardiovascular harm. Idling for longer than three minutes or more than one minute while next to a school is illegal. If you see a vehicle idling illegally, you can anonymously contact 311 or file a complaint online.
